This patch adds the "RecordIssuer" syspref, which is disabled by default

To use the skeleton .perl for your update:

% cp installer/data/mysql/atomicupdate/skeleton.perl
installer/data/mysql/atomicupdate/bug_XXXXX.perl

and put your modifications in where noted.
