Nicole C. Engard 5f30de46e8 Bug 11383: Add help file for MARC modification templates 
This patch adds the missing help files to the MARC modification
templates tool. To test:

* Visit Tools > Marc modification templates
* Click 'Help' in the top right
* Confirm that help is there and right
