Originally by Jesse Weaver <jesse.weaver@liblime.com> This patch creates a new system preference, AllowRenewalLimitOverride, that, if YES, allows the renewal limit to be manually overridden. It updates C4::Circulation and reserve/renewscript.pl to obey this.
