Test plan: hit /cgi-bin/koha/installer/install.pl login with the DB credentials upgrade => Without this patch you get ``` ISBN_RANGE_MESSAGE is set to [] but that file does not exist! Trying to use the default locations ``` => With this patch applied: "Everything went okay. Update done."
