After the previous patch, $flags->{WAITING} from
C4::Members::patronflags is no longer read anywhere in Koha.
Test Plan:
1) Apply this patch
2) prove t/db_dependent/SIP/ t/db_dependent/Members.t
3) Note all tests pass!
