- Remove expiration date calculation in C4::Letter since it's done
when setting the reserve waiting,
- remove expiration date calculation in circ/waitingreserves.pl. Use
the one in DB,
- add a new atomic update that calculate expiration date for
waiting reserves,
- add tests for days_foward function and fix the infinite loop.

This patch makes koha automatically set expiration date when reserves become
waitting. Also it adds a new syspref "ExcludeHolidaysFromMaxPickUpDelay" that allows to
take holidays into account while calculating expiration date.
Test plan:
- Install this patch and run updatedatabase.pl script,
- allow ExpireReservesMaxPickUpDelay in system preferences,
- set ReservesMaxPickUpDelay to 5.
- Place an hold on a checked out item and check in this item:
The hold's expiration date should be today + 5.
- Allow ExcludeHolidaysFromMaxPickUpDelay in system preferences,
- add holiday during this pickup delay period,
- Create a new hold and make it comes waitting:
The hold's expiration date should be today + 5 + number of closed
day(s).
Also:
- Check that ExpireReservesOnHolidays syspref works again
without ExcludeHolidaysFromMaxPickUpDelay.
- Check that cancel fees apply again if wanted.

This patch adds logging for several holds actions. Specifically for:
- CREATE
- CANCEL
- DELETE
- RESUME
- SUSPEND
- MODIFY
To test:
- Enable the HoldsLog syspref
- Add a hold on a record/item
=> SUCCESS: The log view shows the CREATE action
- Click on the <Suspend> button
=> SUCCESS: The log view shows the SUSPEND action
- Click on the <Unsuspend> button
=> SUCCESS: The log view shows the RESUME action
- Click on the red cross, to delete the hold
=> SUCCESS: The log view shows the CANCEL action
Note: The DELETE action is logged when DelMember is called, with bug 16819 patches applied.

I also wonder about this going in defaulted on, but since the other logs are as well it seems ok to me.

The 'borrower' should not be used anymore, especially for new code.
This patch move files and rename variables newly pushed (i.e. in the Koha
namespace).
Test plan:
1/
git grep Koha::Borrower
should not return code in use.
2/
Prove the different modified test files
3/ Do some clicks in the member^Wpatron module to be sure there is not
an obvious error.

In a few case (at least systempreferences and export_format (csv profiles),
the type method of Koha::Object and Koha::Objects can be in conflict with the
column names.
Indeed systempreferences.type exists and so the method will return
'Systempreference' (the name of the module) instead of the value of the row in
DB.
I have found at least 1 place where it can cause issue:
In C4::Context->set_preference:
601 my $syspref = Koha::Config::SysPrefs->find( $var );
602 my $type = $syspref ? $syspref->type() : undef;
603
604 $value = 0 if ( $type && $type eq 'YesNo' && $value eq '' );
type will always be 'Systempreference' and the YesNo pref will be set to an
empty string '' instead of 0.
I am not sure about the consequences of this, but it is preferable to
fix it ASAP.
To reproduce:
0/ Do not apply this patch
1/ Edit a YesNo prefs, AutoEmailOpacUser for instance
2/ Set it to "Don't sent"
3/ Check the value in DB, it should be set to an empty string, instead
of 0
4/ Apply this patch and try again. Now the value should be 0
Followed test plan, value is now 0 as expected.

This enhancment adds the ability to suspend and resume individual holds
from the holds table on circulation.pl and moremember.pl.
The interface is inspired/cribbed from the same feature already
available in the opac.
Test Plan:
1) Apply this patch
2) Find a patron with holds
3) Suspend a hold with no resume date
4) Resume the suspended hold
5) Suspend a hold with a resume date
6) Resume the suspended hold

There was already 2 Koha::Branch[es] using Koha::Object[s] before.
For this new rewrite, it seems preferable to start with good basis and
name the new modules Koha::Library and Koha::Libraries.
Tested both patches together, works as expected.

Waiting holds for patrons in the opac should display the hold expiration
date based on the max pickup delay if it is set.
Test Plan:
1) Ensure ReservesMaxPickUpDelay is set
2) Place a hold on a record
3) Check in the item, use it to fill the hold
4) Log into the opac as that user
5) View the holds list, note the 'until <date>' addition to the
waiting hold line.

The holds table should show the waiting date for a hold in s similar
manner to the way it does on catalogue/detail.pl In addition, if the
ReservesMaxPickUpDelay syspref is set, we should display the date
when the waiting hold expires.
Test Plan:
1) Apply this patch
2) Set ReservesMaxPickUpDelay to 7
3) Find a waiting hold
4) Browse to reserve/request.pl for that record
5) Notice the "Item waiting" message now has "since <waitingdate>"
6) Notice the expiration field now has the date of <waitingdate> + 7 days

fetching the holds data with Koha Objects. It will be used as a
foundation for future features.
Test Plan:

2) Create a hold, set to waiting
3) Browse to circulation.pl for that patron
4) Note you see the list of waiting holds
5) Switch your logged in branch to a different branch
