Bug 37253: Enhance POST /checkouts endpoint to accept barcode or item_id
This patch adds external_id as a body param in POST /checkouts which acts as the items barcode.
This enhances the checkouts route to checkout items directly via barcode which could be useful for external
tools like Koha Offline Circulation Tool

Test plan:

a) apply patch
b) enable system preference RESTBasicAuth
c) check out an item via an API testing tool. Be sure that item is not checked out already.

   Auth: username: koha & password: koha
   Body JSON:
   {
     "external_id" : "39999000011418",
     "library_id": "CPL",
     "patron_id": 5
   }
   POST http://localhost:8081/api/v1/checkouts
d) check response code 201 and response content

Bug 38175: (QA follow-up) DRY out PATCH handling
We were repeating some code for the PATCH endpoint instead of using the
existing update handling code. This lead to two issues:

1) We weren't catching status updates on standard updates, only the
   patch.
2) We were limiting the PATCH endpoint to just status updates when it
   could happily be used for other fields too.

This patch removes the introduction of the 'edit' method from both the
REST controller and the corresponding object and moves the logic into
the store method of the object where it's easily testable.

We also DRY out the notice sending code a little for re-use.

Bug 33292: Add unit tests
Test plan:
1) In KTD, set ClaimReturnedLostValue to any value
2) Checkout an item to a patron
3) Add a manual invoice to that patron's account against that item barcode
4) In the patron's checkouts table, click the Claim returned button
5) The checkbox will have the option to "Refund previous lost fee"
6) Tick this box and submit
7) Have a look at the patron's transactions. There will now be a new line refunding the lost fee from step 3

Bug 37018: Add 400 response definition to all routes
This patch adds a test for well defined 400 responses on all verbs and
paths on the API spec.

The tests verify:

* Presence of 400 response definition
* The description must start with 'Bad request' (needs coding guideline)
* If DBIC queries are allowed on the route, then `invalid_query` needs
  to be mentioned in the description.

All routes get fixed to make the tests pass.

To test:
1. Apply this patch
2. Run:
   $ ktd --shell
  k$ yarn api:bundle
  k$ prove xt/api.t
=> SUCCESS: Tests pass!

Bug 36641: (follow-up) Update to allow returning non-effective rules
This patch updates the existing /circulation_rules endpoint introduced
in this patchset to allow return of all rule sets rather than only the
effective set.

We continue to default to the effective set for the parameters passed
which will mean by default you will get an arrayref containing one
hashref entry with each rule kind as a key in that hashref.

However, if you add 'effective=false' as a query parameter, you will now
have an arrayref of all rule sets that match your passed criteria
including rules that may have fallen back to defaults in the effective
case.

WIP: Need to add support for * in branch, itemtype, patron category
query parameters to allow explicit return of default rules vs no filter
passed. (i.e. for the effective=false case where all rules for should be
returned when no filters are passed vs * passed to filter to just default
rules vs specifics passed for branch/item/patron filtering.

This patch moves some patron fetching code in C4/Auth to use to patron returned from the validation
methods and only try to fetch the patron (to check if locked, update attempts, etc) if we didn't authenticate

To test:
1 - Set a user to have userid = BANANA password = Password1
2 - Set a user to have cardnumber = BANANA password = Password2
3 - Hit the patron authentication API:

    with data:
    { "identifier": "BANANA", "password":"Password1" }
    and:
    { "identifier": "BANANA", "password":"Password2" }

5 - Apply patch, restart all

the tests in t/db_dependent/Authority/Merge.t cover the case of 'Default' authorities
which don't have valid headings - so I had to add handling for blanking the heading field
when Default type is used.
