Bug 9978 should have fixed them all, but some were missing.
We want all the license statements part of Koha to be identical, and
using the GPLv3 statement.

This patch adds a number of summation methods to Koha::Account::Lines
giving quick access to overall total, total credits and total debits.

There are several times the same pattern to retrieve the sum of
amountoutstanding columns for Koha::Account::Line set.
We should use Koha::Account::Lines->total_outstanding instead.

This patch was discussed with Jonathan on a QA conversation. It is
better to keep this simpler and more reusable. And is the right approach
in this case.
This patch makes Koha::Account::outstanding_debits return the account
lines, and a method is added to Koha::Account::Lines so the outstanding
amount is calculated on the resultset. This is done the dame way it was
done before, and the tests got adjusted.

Right now, fines are updated based on the fine description. There are a
number of areas where this can go wrong ( date or time format changing,
title being modified, etc ). Now that issues has a unique
identifier, we should use that for selection and updating of fines.
Test Plan:
1) Apply this patch
2) Test creating and updating fines via fines.pl
and checking in overdue items. No changes should be noted.
3) prove t/db_dependent/Circulation.t
