A series of ternaries were introduced when we moved to add_debit which
defaulted to 'user 0' should a userenv not be set. This was incorrect
as userenv may well not be set (during cronscript runs for example) and
the new constraint would not allow such a default. We switch to 'undef'
here to satisfy the constraint.

This patch makes Koha::Patron->set_password expect a hashref as param
and adds support for an 'skip_validation' param to be passed. Its purpose is to
make the method skip the relevant password strength checks if required.
It targets the Auth_with_ldap.pm usage when the 'update_password' flag
is set in the configuration.

This patch introduces the 'set_password' method for Koha::Patron
objects. The main point is to make password changing atomic
(update_password touches the userid on the DB, which should be done
carefully with better error handling, and it is done there only for
legacy backwards compatibility).
A follow-up bug will make the codebase use this instead of
update_password, and use a proper method for changing the userid if
required.

Bug 20400: Display new tab in OPAC only for patrons with routing lists
The visibility of the routing list tab in the OPAC depends
on the system preference RoutingSerials and the existence
of routing list entries for the patron.
Some libraries only offer routing lists to certain user groups and
would not want it generally visible. As there are currently no
actions you can perform from the list, this appears to be a
reasonable behaviour.

Found this regression when working on other patches:
If you edit a patron and blank the userid field, it will be regenerated
with an incremented value (firstname.surname will be firstname.surname1)
This is because we use a non-existing patron and ->in_storage in
has_valid_userid is always false.
The trick here is to backup the value, generate the userid, then reset
userid to the previous value.
As the POD says, it will be fix later, when AddMember and ModMember will
be replaced with Koha::Patron->store
