This enhancement adds the ability to place recalls via the staff
interface by changing the UseRecalls system preference to have choices which
describe where recalls can be placed. Recalls can either be placed via
the OPAC, or the staff interface, or both. To be set to OPAC would be
consistent with current 'on' behaviour. UseRecalls is turned off by default.
This enhancement also adds the ability to convert existing holds to
recalls easily via the staff interface. The hold will be cancelled
and a recall placed using the hold's information.
To test:
1) Update database and restart services
2) Set UseRecalls to OPAC and set the relevant recalls circulation rules
OPAC only by default
3) Check out Item A to Patron B.
4) Log into the OPAC as Patron A. Confirm you can place, view and cancel
recalls as normal.
5) In the staff interface, set UseRecalls to Staff interface only.
6) In the OPAC, confirm you can still view and cancel recalls, but can
no longer place recalls.
7) In the staff interface, search for Item A and go to the Holds tab.
Place a hold for Patron C.
8) Check the checkbox for your hold and confirm the counts in the buttons above the Holds table are incremented as expected.
9) Click the button to Convert selected holds to recalls, a modal should pop up. Confirm all of the information is correct.
10) Confirm the conversion and once the page refreshes, your hold should be correctly cancelled using the new RECALLED reason.
11) Go to the Recalls tab. Confirm your hold has been converted to a
recall, and details like the patron, expiration, and pickup location have
carried across to the recall.
12) On this Recalls page, use the patron search to find Patron D. Test
placing a record-level recall by choosing to recall the next available item.
13) When the page refreshes, confirm the recall was successfully placed
with the correct details stored.
14) Repeat steps 12 and 13 with Patron E, this time place an item-level
recall by choosing an item in the 'place a recall on a specific item'
table. When selecting one of these items, the 'recall next available
item' section should become disabled.
15) Set UseRecalls back to OPAC only. Go back to the record and
view the Recalls tab.
16) Confirm you cannot search for a patron to place a recall, but can
still view and cancel recalls. Confirm you also cannot convert holds
to recalls.
17) Set UseRecalls to both staff interface and OPAC. Confirm you
can place recalls on both interfaces.
18) On the staff interface, test placing recalls that your circulation
rules do not allow. For example, if 'recalls per record' is 1, ensure
you're blocked from placing a second recall on a record for a patron. Another example, testing converting a hold to a recall when there are NO checked out items, as recalls can only be placed if something is checked out.
19) Place a hold for one of the patron's that already has a recall.
Once complete, try to convert this hold into a recall. Confirm you
are blocked and shown a message that the hold cannot be converted to a
recall.
20) Confirm patron messaging preferences for recalls notices can still be configured as expected.
21) Ensure tests pass:

We are in a conditional based on AllowHoldPolicyOverride being enabled,
a second conditional with an OR on the value will always be true
To test:
1 - Do not apply patch
2 - Disable AllowHoldPolicyOverride
3 - Create a biblio B with an item I at library A.
4 - Configure this library A to not be a pickup location
5 - Add a "Default holds policy by item type" for item I type where "Hold
pickup library match" is "item's home library"
6 - Try to place a hold on biblio B
You should not be able to place a hold because there is no valid
pickup locations
7 - Enable AllowHoldPolicyOverride
8 - Try to place a hold on biblio B
You should now see all valid pickup locations in a dropdown list
(with an exclamation mark in front of each option) with none selected
by default
9 - Verify you can place a title-level hold and an item-level hold
10 - Apply patch, repeat test plan, verify nothing has changed

$valid_items was set inside the per-item availability check but used as
the gate of a separate if block, causing it to carry over across loop
iterations. Once any item set it to 1, all subsequent items entered the
if ($valid_items) branch and received $item->{available} = 1 regardless
of their individual availability.
Fix: merge the two consecutive if blocks into one so the pickup-location
logic only executes when the current item individually passes all
availability conditions. $valid_items continues to serve its correct
post-loop role (line 661: none_available_override).
Regression introduced by Bug 38412 (commit 1900effc9b).
Steps to follow:
1. Create a biblio with at least two items: one with a holdable item
type and one with a not-for-loan item type (itemtypes.notforloan=1).
The not-for-loan item must have a higher itemnumber than at least
one holdable item (i.e. it is processed later in the loop).
2. Open reserve/request.pl?biblionumber=X&borrowernumber=Y
3. Observe that the not-for-loan item shows a radio button and a pickup
location dropdown despite the Information column showing "Not for
loan (Itemtype not for loan)" — bug confirmed.
4. Apply this patch and restart services. If running under Plack,
restarting Plack is required for the change to take effect.
5. Reload the place-hold page.
6. Verify the not-for-loan item now shows "X Not for loan" without a
radio button or pickup location dropdown.
7. Verify the holdable items still show radio buttons and pickup
location dropdowns correctly.

GetReserveFee was removed as part of the migration to circulation
rules-based hold fees, but reserve/request.pl still imported and
used it, causing compilation errors.
This patch replaces the two usages of GetReserveFee with the modern
approach using Koha::Item->holds_fee($patron), matching the
implementation in opac-reserve.pl.
The fee is calculated by iterating through available items and using
the first non-zero fee found, which provides backward compatibility
with the legacy reserve_charge template variable.
This implementation uses ReservesControlBranch to determine which
branch's circulation rules apply (either item home library or patron
home library), consistent with the existing Koha policy framework.
Test plan:
1. Apply patch
2. Verify reserve/request.pl compiles: perl -wc reserve/request.pl
3. Navigate to staff interface holds page with patron and biblio
4. Verify hold fee is displayed correctly if configured in
circulation rules
5. Place a hold and verify fee is charged correctly

This patch adds hold fee information display in the staff client's hold
request interface, bringing it to feature parity with the OPAC.
The OPAC already shows patrons the fee that will be charged for placing
a hold, but the staff client did not display this information when staff
place holds on behalf of patrons. This creates a transparency gap where
staff cannot inform patrons about potential charges.
Changes:
- Import GetReserveFee function in reserve/request.pl
- Calculate reserve charges for each biblio record
- Display fee information in both single and multi-hold interfaces
- Show appropriate messaging based on HoldFeeMode system preference
- Use consistent formatting with currency display
Test Plan:
1. Set up hold fees:
- Go to Administration > Patron categories
- Edit a patron category and set a "Hold fee" (e.g., 1.00)
- Ensure HoldFeeMode system preference is set (default: "only if all
items are checked out and the record has at least one")
2. Test single hold with fee display:
- Go to a bibliographic record
- Click "Place hold"
- Find a patron from the category with hold fees configured
- Verify fee information displays after the title:
* Shows "Note: [Patron Name] will be charged a hold fee of $1.00
for placing this hold" when the HoldFeeMode is set to "any time
a hold is placed"
* Or "...when they collect this item" if HoldFeeMode is set to "any
time a hold is collected"
3. Test multi-hold with fee display:
- Ensure 'DisplayMultiPlaceHold' preference is set to 'Enable'
- Search the catalog
- On the search results page, select multiple biblios and click
'Place hold'
- Search for the same patron
- In the confirmation table, verify each record shows:
* "Hold fee: $1.00 (charged when placed)" in the Information column
* Or "(charged when collected)" based on HoldFeeMode
4. Test no fee display:
- Repeat tests with a patron from a category with no hold fee
- Verify no fee information is displayed
5. Test different HoldFeeMode settings:
- Change HoldFeeMode system preference to 'any_time_is_collected'
- Verify messaging changes to "when they collect this item"
- Test with 'not_always' mode and verify fee only shows when appropriate
6. Verify existing functionality:
- Ensure hold placement still works normally
- Verify all other hold interface elements remain unchanged
- Test that holds are properly placed with or without fees

This patch adds a new parameter to ModReserve: skip_fix_priority
The page for altering priority ensures each hold has a unique rank, so doesn't allow for setting two
holds to the same rank, so we don't need to reorder everything until the end (in case of some cancellations etc)
This patch also makes FixPriority exported and updates the name as it is already called in a few places outside of
C4:Reserve
To test:
1 - Place many holds on a record, 50 - 150
https://github.com/kidclamp/handy-koha-script/blob/main/randhold.pl
2 - View the record in the staff interface:
http://localhost:8081/cgi-bin/koha/catalogue/detail.pl?biblionumber=312
3 - Click on the 'Holds' tab
4 - Adjust the priority of several holds using the dropdowns
5 - Open the network tab in the browser console (F12) to view the timing
6 - Click 'Update hold(s)' and note the time
7 - Apply patch, restart all
8 - Repeat
9 - Confirm timing is better and numbering updates correctly
10 - Sign off!
Note: The script adds holds that may be marked as 'lowestPriority' these will always all group at the bottom of the record

This patch implements proper override logging for holds following the
Alternative implementation pattern used for checkouts and renewals.
Instead of just removing the orphaned logging code from the original
Bug 9762 implementation, this patch properly implements override logging
by updating AddReserve to accept and log override information, similar
to how AddIssue handles confirmations and forced overrides.
Changes:
C4/Reserves.pm:
- Added JSON qw(to_json) import
- Updated AddReserve to accept confirmations and forced parameters
- Enhanced the existing logaction call to include override information
in JSON format when overrides are present
- Log format matches the Alternative implementation pattern:
* hold ID
* branchcode
* biblionumber
* itemnumber
* confirmations array
* forced array
Koha/REST/V1/Holds.pm:
- Added confirmations array building in the add() method
- Pass 'HOLD_POLICY_OVERRIDE' confirmation when override_all is true
- Pass confirmations parameter to AddReserve call
reserve/request.pl:
- Removed orphaned original implementation logging code
- Removed unused variables and imports (message, @message, user, etc.)
- Removed C4::Log import
koha-tmpl/intranet-tmpl/prog/en/includes/action-logs.inc:
- Added 'HOLD_POLICY_OVERRIDE' case to translate_log_override block
- Displays as "Hold policy override" in log viewer
koha-tmpl/intranet-tmpl/prog/en/modules/tools/viewlog.tt:
- Added JSON display handling for HOLDS module (similar to CIRCULATION)
- Displays hold ID, biblionumber, and optional itemnumber with links
- Shows forced and confirmation overrides using translate_log_override
This ensures hold overrides are logged consistently with the Alternative
implementation pattern, providing proper audit trails for policy overrides
that are properly displayed in the log viewer.

Test plan:
1. APPLY PATCH, updatedatabase, restart_all
2. Have two staff members. 1. Superlibrarian, 2. Staff with new permission to `alter_hold_targets`
3. Now place some holds on different record, you'll want some item level holds and some record level holds.
4. After placing some holds go to a record with some holds on it.
5. Go to the holds tab (reserve/request.p)
6. You should notice a disabled 'Move selected (0)' button, next to 'Cancel selected (0)'
7. Select some holds to move, ensure that the number updates accordingly. ( Move selected (2) )
8. When you click the button you should see 2 options, 'Item level holds to a different item' and 'Record level holds to a different record'
9. Clicking on either should bring up a modal with information about the holds you selected to move.
10. If you have item level holds and you select 'Item level holds to a different item' those holds should appear pre-checked.
11. If you have item level holds and you select 'Record level holds to a different record' those holds checkboxes should be disabled by default, you should see the 'Problem' as 'Cannot move a waiting or record level hold'
12. If you are moving a item level hold you should see a searchbar labeled 'Enter the item barcode of new hold target:'.
13. Enter a full or partial barcode and click search
14. You should see your item, if it exists.
15. Check 'Move all selected item level holds to this item', once you do so the yellow 'Move selected holds' button should be enabled.
16. Click 'Move selected holds', the hold should be moved.
17. You should see a message like " Moved the following holds:
Hold ID: 1854 - Moved from The Arden edition of the works of William Shakespeare. to The Arden edition of the works of William Shakespeare."
19. Do steps 12 - 17 again, but with a record level hold.
20. Now make or have many holds on a specific target record to test priority. Make note of the current priority
21. Now move a hold on to that record, testing both item and record level holds.
22. Now on the target record review the priority. The holds originally on the record should not have changed. The hold you move should now have the lowest priority on the record.
23. Check the original record, if a hold was moved all other priority should have been adjusted correctly. FOr example, if the hold you moved was 3 of 4 then the others should have adjusted priority of 1 2 3 now.
24. Turn on HoldsLog if it is disabled.
25. Move some holds, both item and record ones, and review the logs after each one. There should be a correct MODIFY entry for each move.
26. Make an item with a hold on it as damaged and turn on AllowHoldsOnDamagedItems. Try to move the hold, you should get an error telling you that the target item is damaged.
27. Now login as the non-superlibrarian patron from step 2. If they have the `alter_hold_targets` permission they should see the 'Move selected' button.
28. Revoke the `alter_hold_targets` permission. The button should not appear now.

and click on 'Place hold' button at the top of the results.
2. Search for a patron
3. Check the 'Treat as hold group' checkbox
4. Click on 'Place hold'
5. In the next screen you should see all the holds you placed with the
additional text '(part of a hold group)' in Details column.
6. Click on the "hold group" link. A modal window should appear with
the content of the hold group (a list of holds)
7. Check in an item of one of the reserved biblios and confirm the hold
8. The hold status is changed to Waiting, and all other holds are deleted.
The other holds will also be removed from the holds queue.
9. Confirm tests pass

When no item is available, with AllowHoldPolicyOverride, a triangle appears on
each item to be forced, but if you choose “next item available” without
having any item available, you won't see anything. Additionally, the top
warning message about "No items are available" does not show when
'AllowHoldPolicyOverride' is set to allow and no items are available
(e.g. withdrawn, lost, damanged, depending on settings)
This patch corrects an error in request.pl where no incrementation of
$num_override happens when an item is forced. This causes the warning
triangle to appear on the 'Place hold' button on the bib level. The top
warning message is restored as well.
Finally, this patch changes the display of the fa-warning-triangle icon on the
'Place hold' buttons to increase contrast with the button color, making it
easier to see and increasing accessibility.
Test plan:
1) Set circulations rules for specific category and/or itemtype (for example 1
hold allowed for staff on books). Set AllowHoldPolicyOverride on "Allow".
2) Search for a book biblio with multiple items, and set each item to a
non-circulating status (withdrawn, lost, etc.)
3) Place a hold for a staff category patron for this bib record.
4) Normally you will see triangles on each item on specific section but you can
force it. When you just select the next item available none triangle and
none alert showing.
5) Apply this patch and restart_all.
6) Refresh your browser page.
7) Normally now there is a triangle into 'Place hold' submit button and an
alert message appears on the top of the page. The triangle is also more
visible.
8) Test other hold limits, such as max holds per record, to ensure the
appropriate top alert message appears and the triangle alert appears on
the 'Place hold' button.

Test plan:
1) Add a basic circulation rule like : 0 hold allowed on patron category
'A' and set AllowHoldPolicyOverride to 'Allow'

4) Apply this patch
5) Refresh and repeat step 2
This patch comes from an alternative patch on the original bug (I'm including
the original test plan for your information) :
(Bug 30687 - alternative patch): Always allow to force hold pickup location
If AllowHoldPolicyOverride is enabled and only some pickup locations are
available, you still have the possibility to force one of the others
pickup locations.
But when there are zero pickup locations available, that is not
possible.
This patch change that by always displaying the list of pickup locations
when AllowHoldPolicyOverride is enabled.
Test plan:
1. Apply patch
2. Disable AllowHoldPolicyOverride
3. Create a biblio B with an item I at library A.
4. Configure this library A to not be a pickup location
5. Add a "Default holds policy by item type" for item I type where "Hold
pickup library match" is "item's home library"
6. Try to place a hold on biblio B
You should not be able to place a hold because there is no valid
pickup locations
7. Enable AllowHoldPolicyOverride
8. Try to place a hold on biblio B
You should now see all valid pickup locations in a dropdown list
(with an exclamation mark in front of each option) with none selected
by default
9. Verify you can place a title-level hold and an item-level hold

The "biblio" Koha::Biblio object we send from the controller needs to be
accessible from the include files.
To avoid a clash we rename it biblio_info

To test:
1. Apply patch
2. Add item level hold to a record/item, make sure patron has no other
holds on that record
3. Go to /cgi-bin/koha/reserve/request.pl?biblionumber=xxx where xxx is
the record you placed the hold for
4. Under "Existing holds" table, in "Details" column you should see
"Only item <barcode>" dropdown
5. Select "Next available" from the dropdown
6. Click Update hold(s)
7. Observe dropdown is gone and cell value has changed from
"Only item <barcode>" to "Next available"
8. Cancel the hold and add two item level holds for the same patron
9. Under "Existing holds" table, in "Details" column you should see
"Only item <barcode>", but no select dropdown

To test:
1. Place some holds and go to /reserve/request.pl for that bib.
2. If the reserves.expirationdate is set to today or some date in the past the date does not display in the Flatpickr instance.
3. Change the reserves.expirationdate to sometime in the future, the date displays.
4. Aply patch, restart_all
5. Try steps 2-3 again.
6. This time if the expiration date is in the past you should see it displayed. However it will be uneditable.
7. Make sure holds with a expiration date in the future can still be properly edited.

There are several places in the code where we precalculate ItemsAnyAvailableAndNotRestricted to avoid
looping on this routine when calling IsAvailableForItemLevelRequest on a list of items form a biblio
The value of ItemsAnyAvailableAndNotRestricted is only used when there is a circulation rule for
'onshelfholds' with a value of '2' (If all unavailable)
Rather than calculate a value that may never be used, let's cache this value per request when we do
calculate it - and reuse the cached value
To test:
1 - Apply patch
2 - Set circulation rule 'On shelf holds allowed' as 'If all unavailable'
make sure the rule applies to all of the items/patrons you test with
3 - Find a record with two items that are available
4 - Try to place a hold for a patron - not allowed
5 - Check out one item to another patron
6 - Attempt hold - still not allowed
7 - Check out second item to another patron
8 - Attempt hold - allowed!
9 - Apply patch
10 - Cancel and replace hold - it is allowed!
11 - Check in one item, and cancel hold
12 - Place hold - not allowed!
13 - Check in second item
14 - Place hold - not allowed!
15 - prove -v t/db_dependent/Holds/DisallowHoldIfItemsAvailable.t

This patch caches the return value of CanItemBeReserved that could
be then returned *on
demand*
We don't want to introduce side-effects hard to catch from this simple
change, so let's return the cache value only from the 2 scripts we are
dealing with.
This patch requests all item values from CanBookBeReserved on request.pl
Before this we either:
- Looped every item to find out that book could not be reserved
- Looped until we found an item that could be reserved, then looped all items to get statuses
In the worst case we avoid double processing a single item, in the best case we avoid double
processing all items (if only last on record is holdable)
To test:
1 - Find a record in staff client with several items
2 - Set AllowHoldsOnDamagedItems to 'Dont allow'
3 - Add a damaged item to record
4 - Set a hold rule to only allow holds form homebranch and ensure record has items from other branches
5 - Setup things to prevent more items from being held
6 - Attempt hold for patron
7 - Note item statuses
8 - Apply patch
9 - Confirm statuses are as they were before

This is Julian's patch with some extra cleanup to reduce repeated code

For single bibs we use an ajax select2 dropdown, and we don't use this
value
To test:
1 - Place some holds on single bibs
2 - Confirm dropdowns for pickup location work as expected
3 - Do the same for multiple bibs selected from search results
4 - Apply patch
5 - Confirm there is no change after the patch

When placing an item-level hold in the Staff interface,
the table at the bottom of the screen (under the "Place
a hold on a specific item" heading) should display the
icon associated with the item type of each item in the
'Item type' column.
This feature broke in v22.05.00 (for Debian package installs):
instead of the item type icon you get the default 'broken
image URL' image of your web browser.
This patch fixes that.
Test plan:
1) (if needed) Configure the following System preferences:
- item-level_itypes => 'specific item'
- noItemTypeImages => 'Show'
2) (if needed) In Koha Administration > Item types, create
an item type and associate it with an icon
3) (if needed) Create a test bibliographic record, and add
an item to it that has an item type with an icon
4) Visit the bibliographic record's details page in the
Staff interface. Select 'Holds' on the left hand side,
then pick a patron. The "Place a hold on ..." page should
load. In the 'Item type' column of the table at the bottom
of the screen notice that instead of seeing the icon
associated with the item type of each item you get the
default 'broken image URL' image of your web browser [*]
[*] In non-Debian package installs, the 'href' property
of the item type icon's <img> tag should start with
'/opac-tmpl/bootstrap/itemtypeimg'
5) Apply this patch, restart Plack and refresh the page.
The item type icon should now be displayed correctly.
KTD and Koha Sandboxes users: To verify the patch has
worked, you should right-click on the item type icon and
click 'Inspect': the 'href' property of the <img> tag
should now start with: '/intranet-tmpl/prog/img/itemtypeimg'

If some holds are overridable, and AllowHoldPolicyOverride is enabled, Koha
used to "flag" each holdable item to let librarians know the hold could not
normally be placed. In 22.05 up to current master as of this writing, no
warning is displayed.
Test Plan:
1) Set one circ rule to allow 0 holds
2) For Library A, set "Hold pickup library match" to "item's hold group"
3) Enable AllowHoldPolicyOverride
4) Set ReservesControlBranch to "item's home branch"
5) Create a record with an item for Library A, one for Library B, and one for Library C
This should create a scenario where A's item cannot be held, and B and C's items must be overridden
6) Note you get the "Cannot place hold" but can place those holds anyway without a "warning" sign
7) Apply this patch
8) Restart all the things!
9) Reload the page, you should now see the warning icons!

Since we are not in a loop or using this multiple times it's simple to
do it this way, helps with changing the template code in the future
too since if we want to remove this syspref variable we know it is
only used in this one particular place.
To test:
1) Grep for reserve_in_future and make sure there are no matches
after applying this patch

This patch replaces the call to GetTransfers in reserve.pl with the
get_transfer method available from the Koha::Item object
Test plan
1/ Place a reserve on an item at a different branch
2/ Trigger the transfer of the item
3/ Check the reserves page for the display of the current transfer
status
4/ Apply patch
5/ Repeat step 3

The idea rely on the KohaDates TT plugin for the date formatting. We
should not have any output_pref calls in pl or pm (there are some
exceptions, for ILSDI for instance).
Also flatpickr will deal with the places where dates are inputed. We
will pass the raw SQL value (what we call 'iso' in Koha::DateUtils), and
the controller will receive the same value, no need to additional
conversion.
Note that DBIC has the capability to auto-deflate DateTime objects,
which makes things way easier. We can either pass the value we receive
from the controller, or pass a DT object to our methods.
