Kyle M Hall c4f81ea8f9 Bug 22982: Paying lost fee does not always remove lost item from checkouts
Depending on how a lost fee is paid, it may or may not be removed from the
patrons current checkouts. The current expected behavior is for the lost
item to be removed from the patrons checkouts when the lost fee is paid in
full.

This is due to the subroutine for handling of lost fees being included in
the 'pay specific lines' code but not in the 'pay by amount' code.

Test Plan:
1) Apply this patch
2) prove t/db_dependent/Koha/Account.t

Tomas Cohen Arazi a55e50cf62 Bug 22600: (QA follow-up) Raise an exception on missing interface param
This patch makes add_credit and add_debit raise a
Koha::Exceptions::MissingParameter exception if the 'interface'
parameter is ommited.

The database will fail to generate the line anyways in strict mode, and
we better handle it gracefuly.

Bonus: fixed the TODOs in the tests.

Tomas Cohen Arazi faafdb53b7 Bug 19066: Add tests for Koha::Account->pay
This patch adds tests for Koha::Account->pay, to make sure the

Kyle M Hall 897ddc82b3 Bug 19066: Add branchcode to accountlines
For the purposes of statistics, it appears that it would help many
libraries to have branchcode recorded in the accountlines table. For
payments, the field would contain the code for the branch the payment
was made at. For manual invoices, it would be the code of the library
that created the invoice.

Test Plan:
1) Apply this patch set
2) Create and pay some fees
3) Note the branchcode for those fees and payments is set
   to your logged in branch

Kyle M Hall 49772c9612 Bug 19191: Add ability to email receipts for account payments and write-offs
Some libraries are paperless and require all payment receipts to be emailed. Koha should give libraries the option to send email receipts if a patron has an email address. If a notice for the type of "credit" exists ( payment or writeoff ), then an email receipt will be sent.

These notices only support Template Toolkit syntax.

Test Plan:

Both credit types are whitelisted in UpdateStats, so we keep the current

Jonathan Druart 6355791848 Bug 12001: Move GetMemberAccountBalance to Koha::Account->non_issues_charges
As said previously, GetMemberAccountBalance returns ( the balance, the
non issues charges, the other charges)

The other charges are the balance - the non issues charges.

In this patch we remove the subroutine from C4::Members and use the
new Koha::Account->non_issues_charges subroutine instead

Jonathan Druart 51aa6db46c Bug 12001: Move GetMemberAccountRecords to the Koha namespace
The GetMemberAccountRecords may be a perf killer, it retrieves all the
account lines of a patron and then the related item and biblio
information.
Most of the time we only want to know how much the patron owns to the
library (sum of amountoutstanding). We already have this information in
Koha::Patron->account->balance.

This patch replaces the occurrences of this subroutine by fetching only
the information we need, either the balance, the detail, or both.
It removes the formatting done in the module, to use the TT plugin
'Price' instead.
There is a very weird and error-prone behavior/feature in
GetMemberAccountBalance (FIXME): as the accountlines.accounttype is a
varchar(5), the value of the authorised value used for the
ManInvInNoissuesCharge pref (category MANUAL_INV) is truncated to the 5
first characters. That could lead to unexpected behaviors.

On the way, this patchset also replace the GetMemberAccountBalance
subroutine, which returns the balance, the non issues charges and the
other charges. We only need to have the balance and the non issues
charges to calcul the third one.

Test plan:
Add several fees for a patron and play with HoldsInNoissuesCharge,
RentalsInNoissuesCharge and ManInvInNoissuesCharge.
The information (biblio and item info, as well as the account line) must
be correctly displayed on the different screens: 'Fines' module, fine
slips, circulation module

Note that this patchset could introduce regression on price formatting,
but will be easy to fix using the TT plugin.

Kyle M Hall 0dccc8ec5b Bug 14826: Resurrect account offsets table
The account offsets table should be used to track increments and
decrements of fines via payments and credits, as well as fine accruals.
It should be able to match fees to payments and visa versa, so we can
know which fee was paid by a given payment, and which payments applied
to a given fee.

Test Plan:
1) Apply this patch
2) Run updatedatabase
3) Note the table accountoffsets has been renamed to account_offsets
4) Ensure fine generation creates offsets
5) Ensure creating a manual invoice creates an offset
6) Ensure a lost item charge creates an offset
7) Ensure Reverse Payment creates an offset
8) Ensure a payment creates an offset
9) Ensure a payment for multiple fees creates an offset for each
10) Ensure writeoffs create offsets

Jonathan Druart ead7d86842 Bug 18266: Fix internal error when paying fine for lost item without.. item
If a fine is created for a lost item but the itemnumber is not supplied,
the system will return it.
The item should not be mark as returned if there is no item linked to
the fine.

Test plan:
1. Turn StoreLastBorrower on
2. Create a manual invoice for a lost item, do not supply a barcode
3. Pay the fines 'Pay fines > Pay'

=> Without this patch applied you get
Can't call method "last_returned_by" on an undefined value at
/home/marc/koha/C4/Circulation.pm line 2188.

=> With this patch applied, you must not get the error.
