kados 58d97dcd5e using UTF-8 as the default charset. Paul will use other encodings for 
French translations.

thd a79492aa88 For MARC 21, instead of deleting the whole subfield when a character does not 
translate properly from MARC8 into UTF-8, only the problem characters are
deleted.
