Bug 12041 made xt/author/podcorrectness.t consider files in the 'Koha' namespace.
Some of them where failing. This patch fixes some of those POD problems.

This patch removes the usage of the database in Koha::Borrower::Files'
BEGIN block. It also removes the export-related declarations, since
they were unused, and unnecessary in a module called in an object-oriented
fashion.

Adds the ability to attach unlimited arbitrary files to
a borrower record.
Test Plan:
1) Enable system preference EnableBorrowerFiles
2) Look up borrower record, click 'Files' tab on left
3) Upload a file, download the file, delete the file.
