Test plan:
1) Download the file attached to this bug and save it as a .txt file
2) In the ERM module, create a local package
3) Go to the local titles page and click Import from KBART file
4) Select your package and the saved file and click import
5) The import will fail with just a console error
6) Apply patch and run a restart_all and a yarn js:build
7) Repeat step 4, it should now display an error saying the file must be either TSV or CSV
8) Convert the file to either of those two formats and repeat step 4
9) The file should now import successfully, with a message saying that there is an additional column "bestppn" that will not be imported

6) Edit an itemtype, there is a new checkbox to add 'bookable' option
7) Test it with item with this itemtype, if there is 1 item at least you
will see 'Booking' tab.
8) You can change syspref to 'item' to see the current behavior
Note: When item-level_booking is set on 'itemtype' you can change
dropdown option to 'No' on item bookable option.

We were repeating some code for the PATCH endpoint instead of using the
existing update handling code. This lead to two issues:
1) We weren't catching status updates on standard updates, only the
patch.
2) We were limiting the PATCH endpoint to just status updates when it
could happily be used for other fields too.
This patch removes the introduction of the 'edit' method from both the
REST controller and the corresponding object and moves the logic into
the store method of the object where it's easily testable.
We also DRY out the notice sending code a little for re-use.

With the integration of the new status column for bookings, it would be preferable to keep the booking in database and simply change its status to 'cancel' when you cancel it via the action button or the timeline.
So I've added partial updating via the API with a new PATCH method to partially edit a booking. It is currently active for status changes.
Graphically, this translates into the disappearance of the action buttons if the booking has already been canceled, although it remains visible in the table and timeline (the style is a proposal for the moment, intended simply to graphically differentiate a canceled booking from others).
I've also added a filter to the filter_by_active method to exclude cancelled bookings.
Test plan:
1) Create a booking on a bookable item
2) Cancel it and see that it's simply deleted
3) Apply the patch and run “restart_all”.
4) Repeat the same cancel operation and see that it's still there, albeit with a different appearance.
5) Try the filters in the table

We do not want to apply "like" and do a "contains" search if a correctly
formatted date is passed (ie. starting with "YYYY-MM-DD HH:MM:SS")
It causes underlying problems if we add '%' characters to this string as
it will then become an invalid date.
There are several ways of dealing with this problem. This patch is
suggesting the easiest path: Apply an exact search (ie. do not add '%')
if the value appears to be a datetime.
Certainly not the best looking patch but it seems to be quite effective:
* no need to change the client
* no need to rework build_query_params, merge_q_params, attributes_from_api
We could (to confirm) pass the result set, but it seems a lot of additional processing
(that is done later already, in attributes_from_api)

This is what we're doing here:
- Creating a new mixin called ExtendedAttributes.pm
- Moving the extended_attributes 'join' logic out of REST/Plugin/Query and instead applying it to the aforementioned Mixin. Moving this to this level allows for this consistent behavior to happen on all search queries including, but not limited to, search queries happening on the REST API.
- Applying this Mixin to Patrons and ILL::Requests (we don't apply it to AdditionalFields.pm here yet because no AdditionalFields supporting classes have the extended_attributes accessor yet, I'll tackle this when rebasing 35287)
- The aforementioned mixin does the following:
-- Generates dynamic accessors for extended_attributes e.g. if there is a borrower attribute with code 'height', the 'extended_attributes_height' accessor is generated dynamically if a search with 'prefetch'=>'extended_attributes' AND the extended_attribute.code = 'height' is performed.
-- Rewrites the 'join' entries in the query to have the aliases as above.
-- Rewrites the WHERE conditions to match the above ruleset.
Example:
A DBIX search query as follows:
[
{
'-and' => [
[
{
'extended_attributes.attribute' => { 'like' => 'abc%' },
'extended_attributes.code' => 'CODE_1'
}
],
[
{
'extended_attributes.code' => 'CODE_2',
'extended_attributes.attribute' => { 'like' => '123%' }
}
]
]
}
]
Results in the following SQL:
SELECT
`me`.`borrowernumber`
FROM
`borrowers` `me`
LEFT JOIN `borrower_attributes` `extended_attributes_CODE_1` ON (
`extended_attributes_CODE_1`.`borrowernumber` = `me`.`borrowernumber`
AND `extended_attributes_CODE_1`.`code` = ?
)
LEFT JOIN `borrower_attributes` `extended_attributes_CODE_2` ON (
`extended_attributes_CODE_2`.`borrowernumber` = `me`.`borrowernumber`
AND `extended_attributes_CODE_2`.`code` = ?
)
WHERE
(
(
(
`extended_attributes_CODE_1`.`attribute` LIKE ?
AND `extended_attributes_CODE_1`.`code` = ?
)
AND (
`extended_attributes_CODE_2`.`attribute` LIKE ?
AND `extended_attributes_CODE_2`.`code` = ?
)
)
)
What fixes the performance issue that originated this work is the 'AND `extended_attributes_CODE_1`.`code` = ?' that was missing on the LEFT JOIN.
All of the above is explained using Borrowers and Borrower attributes, but it all also applies to ILL::Requests and ILL::Request::Attributes.

This patch fixes the addPatronDebit route so that the librarian that caused the debit is taken from either the requests payload user_id or if not set from the api user.
Test plan:
a) enable system preference RESTBasicAuth
b) use a REST client to send a POST request with the following JSON body to http://localhost:8081/api/v1/patrons/5/account/debits
{
"amount": 1.23,
"description": "some description",
"internal_note": "internal_note",
"type": "MANUAL"
}
Authentication username and password is "koha"
c) verify that "user_id" is the same as patron_id in response.
d) send a different request including user_id to the same endpoint
{
"amount": 1.23,
"description": "some description",
"internal_note": "internal_note",
"type": "MANUAL",
"user_id": 19
}
e) verify that "user_id" is the same as patron_id in response.
f) apply patch and repeat step b) and d)
e) verify that user_id in b) is now 51 (which is the borrowernumber of koha user)
f) verify that user_id in d) is now 19 as defined in request
g) recheck on http://localhost:8081/cgi-bin/koha/members/accountline-details.pl?accountlines_id=<account_line_id> (from response) that column Librarian now says the user from user_id

We have a ?rules=a,b parameter available for specifying a subset of
rules in the set to return. This patch adds a test to confirm that works
(and fixes the controller and specification as the test proved it wasn't
working)

When using the effective route, we were missing some rule kinds if a
rule hadn't yet been defined for them. We should instead return the rule
as undefined.

This patch updates the existing /circulation_rules endpoint introduced
in this patchset to allow return of all rule sets rather than only the
effective set.
We continue to default to the effective set for the parameters passed
which will mean by default you will get an arrayref containing one
hashref entry with each rule kind as a key in that hashref.
However, if you add 'effective=false' as a query parameter, you will now
have an arrayref of all rule sets that match your passed criteria
including rules that may have fallen back to defaults in the effective
case.
WIP: Need to add support for * in branch, itemtype, patron category
query parameters to allow explicit return of default rules vs no filter
passed. (i.e. for the effective=false case where all rules for should be
returned when no filters are passed vs * passed to filter to just default
rules vs specifics passed for branch/item/patron filtering.
