Bug 11911 replaced the permission of suggestions.pl (create a purchase
suggestion) from catalogue => 1 to acquisition => 'suggestions_manage'.
However we have a lot of acquisition scripts that have lax permissions
(acquisition => '*' which means any sub permissions of acquisition is
enough).
That causes problem when a circulation staff can create purchase
suggestions but not access acquisition information.
One solution is to move the suggestions_manage subpermission out of the
acquisition permission and create a new suggestion permission.
Test plan:
0. Setup
* Create a patron with several permission (and full acquisition
permission)
* Create another patron with several permission, and suggestions_manage
permission
* Create another patron without the suggestions_manage permission
1. Apply the patch and execute the update database entry
2. Note that the third patron you create still does not have
suggestions_manage
3. Confirm that you can create a purchase suggestion if you have
suggestions_manage, but cannot access acquisition pages if you do not
have any subpermissions of the acquisition permission

The system preference AllowItemsOnHoldCheckout only affects SIP based checkouts. I believe we should rename it AllowItemsOnHoldCheckoutSIP so it matches AllowItemsOnHoldCheckoutSCO. We should also update the description as well.
As far as I know AllowItemsOnHoldCheckout has never affected anything except SIP traffic. That does not preclude the addition of another AllowItemsOnHoldCheckout syspref that would affect the staff interface, but that would be an enhancement and is outside the scope of this bug report.

There is not FK constraints on the itemtype, categorycode and branchcode
columns of the issuingrules table, because of the '*' value we use for
default.
We created the new table circulation_rules with those constraints, and
when we moved the rules for maxissueqty, the INSERT failed.
To avoid the FK constraints to fail we are going to delete the invalid
rows before.
It could lead to data lost, but this situation certainly comes from a
bad data manipulation at some point of the history of the installation.
Test plan:
git reset --hard 1e4f442442 # before 18.12.00.020

Create a new rule for the patron category
Create a new rule for the item type
Copy all the default rule to the new library
Create other rules for "Default checkout, hold policy by patron category" and "Default holds policy by item type" using this patron's category and itemtype.
Same for patrons' categories and itemtypes you will not delete.
delete from branches where branchcode="rmme";
delete from categories where categorycode="rmme";
delete from itemtypes where itemtype="rmme";

This patchset originally introduced the manadatory data into
/en/mandatory/account_debit_types.sql. However, it was later decided to
maintain the system types description strings in the templates and as
such the database data file was moved to the top level. This patch
removes the now superflous /en/mandatory version.
Once we have the sql files easily translated via the standard
translate.koha-community.org toolchain we should restore this approach
and update the templates to use the descriptions from the database.

'RESERVE' which is more informative and consistent with the new style
guidelines.
The patch also ensure all calls to add_debit with a type or 'reserve'
now pass the capitalised code instead.

This patch set adds a new method to display cover images for
bibliographic records.
The idea is to provide a flexible way allowing several use cases:
- local path
- remote url
- webservice
which would follow a given pattern.
So far only the following patterns are available:
- {isbn} will be replaced byt the isbn of the record
- {issn}
- using MARC subfields:
{024$a} to replace with the value in 024$a
(Note that the selector has been changed from %% to {} in a coming
patch)
For example
- /your/local/images/{isbn}.png
- https://covers.openlibrary.org/b/isbn/{isbn}-M.jpb
- etc.
There are 3 new sysprefs:
CustomCoverImagesURL
=> Define the path/url
CustomCoverImages
=> Turn on/off the display of the custom cover image in the staff client
OPACCustomCoverImages
=> Turn on/off the display of the custom cover image at the OPAC

This patch updates the SocialNetworks system preference so that it
offers a choice of social networks (and email) which can be enabled in
the OPAC.
This patch also replaces the social network images with Font Awesome
icons styled so that the colors match the social networks' current
branding. The old social networks sprite image is removed.
To test, apply the patch and run the database update. Rebuild the OPAC
CSS:
https://wiki.koha-community.org/wiki/Working_with_SCSS_in_the_OPAC_and_staff_client
- Go to Administration -> Global system preferences -> OPAC -> Features
and find the SocialNetworks preference.
- If your SocialNetworks preference was enabled, all choices should
be selected. Otherwise none should be selected.
- If none are selected, select them all and save.
- Locate a record in the OPAC and view the details page.
- The social network icons should appear as expected and function as
before.
- Return to system preferences in the staff client and try enabling and
disabling different options, verifying each time that the OPAC
reflects your choices.

This patchset introduces an internal clipboard to the advanced editor
and provides some new functionality to make use of this, default shortcuts are provided
but can be edited per bug 21411
The default shortcuts for new/changed functions are:
Changed:
Ctrl-X: Now cuts a line into the clipboard area
Shift-Ctrl-X: Now cuts current subfield into clipboard area
Added:
Ctrl-C: Copies a line into the clipboard area
Shift-Ctrl-C: Copies current subfield into clipboard area
Ctrl-P: Pastes the selected item from the clipboard at cursor
Ctrl-I: Copies the current line and inserts onto a new line below
To test:
Verify all functionality above and confirm it behaves as expected
Note:
Ctrl-v pastes from the system clipboard - codemirror does not have
access and this is why we use our "Clipboard"
For browser cut/paste please use mouse right click or context menus
Ctrl-P can be accessed as print by focusing outside the editor window

This enhancement will allow a library to choose whether to use the alias of the
current OPAC or the value of OPACBaseURL as the return url when making payments
via PayPal.
To test:
Note: you need to have PayPal enabled on your system (either Sandbox mode or
Live) and be using an alias URL for your OPAC.
1. Apply the patch.
2. With the option "PayPalReturnURL" set to "OPACBaseURL", log into a card via
the OPAC and start the process to pay in PayPal (you can either complete the
payment or cancel from the PayPal page). When you are returned to the OPAC, the
domain will be the value of OPACBaseURL.
3. With the option "PayPalReturnURL" set to "OPAC's alias", repeat the above
sequence to make a payment in PayPal. When you are returned to the OPAC, the
domain will be your current alias.
