This fixes a broken link in the sample news items for fr-FR and fr-CA.
Test plan:
1) Apply the patch.
2) Install the French language files - see
https://wiki.koha-community.org/wiki/Installation_of_additional_languages_for_OPAC_and_INTRANET_staff_client
3) When Koha is in French, from the home page of the staff interface go to Tools/Outils > News/Annonces, and make sure the two news items are there.
-If not, try importing the two files into your database or reset and install Koha in French (fr-FR or fr-CA).
4) There should be a news item with the heading Et maintenant ?, click the 5th link "proposez des correctifs et des améliorations".
5) If should take you to
https://wiki.koha-community.org/wiki/Version_Control_Using_Git
and there is no 404 error, the patch has worked!

TEST PLAN
Follow https://wiki.koha-community.org/wiki/Installation_of_additional_languages_for_OPAC_and_INTRANET_staff_client in order to install french.
When koha is in french, from home go to tools/outils, then
news/Annonces, make sure the two files are there.
Preview them there or view them from the homepage and check that the 3
is gone.
If the files are not there, try importing the two files into your
database.

in installer/data/mysql/fr-FR/3-LecturePub/sample_itemtypes.sql and installer/data/mysql/fr-FR/4-Conservation/sample_itemtypes.sql the values of imageurl point to non-existent images.
Test plan:
Insert the 2 sql file and confirm that imageurl is not empty

I am trying to make koha-testing-docker UNIMARC compabible.
In order to have koha-misc4dev insert all the data correctly (users, etc.) we need at least 1 library.
I am suggesting to reuse the usual library list for UNIMARC.
misc4dev will use fr-FR sample data for "UNIMARC"

Test plan:
outside your box, in koha-testing-docker (up-to-date), edit .env and set
KOHA_MARC_FLAVOUR=unimarc
DEBUG_GIT_REPO_MISC4DEV_URL=https://gitlab.com/joubu/koha-misc4dev.git
DEBUG_GIT_REPO_MISC4DEV_BRANCH=unimarc
Then start the koha container
When the misc4dev will start its job, the scripts will have the expected
data to continue.
Without this patch you will get
koha_1 | Not enough data in the database, library and/or patron category does not exist at /kohadevbox/misc4dev/create_superlibrarian.pl line 31.
And plenty of errors will follow.
Also, the sample data used in misc4dev will use CPL
(/kohadevbox/misc4dev/data/sql/unimarc/1812/after_22155/items.sql)

Field 01e comes from an older utility (RLIN) and does not belong here.
Note: It is the only non-numeric field tag in Koha. And it seems to be
an violation of the MARC standard.
Test plan:
Run a new install and check the bibliographic frameworks.

This patch removes the assignment of non-existent koha field
'bibliosubject.subject' to MARC subject fields in the installer data
for koha

This patch removes the 3 following files for the different languages
- message_transport_types.sql
- sample_notices_message_attributes.sql
- sample_notices_message_transports.sql
They were all identical, only one version is kept in installer/data/mysql/mandatory
.txt files are removed as well
They inserted data for
- message_transport_types
- message_attributes
- message_transport_type

When adding the new splitting rules for classification sources
with bug 15836, we missed updating the translated installers.
This has the danger of data missing for new installations already
set up with 18.11.
This patch corrects the installer files.
To test:
- Verify the class_sources.sql installs correctly for all languages

The RLIST sample notice is used to send an email to patrons who have
subscribed to be notified when a new issue for a subscription arrives.
This is a feature that is totally independent and not related to the
use of routing lists. In the GUI however, this was misleading so far.
- Rename RLIST to SERIAL_ALERT and fixes the sample notices
- Fix explanations in the helf files
- Fix name of the module in letters from 'serials (routing list)'
to 'serials (new issue)'
Note: There is no logic to be changed as the notice template
to be used is defined for each subscriptions and this is just
the sample notice. I've also opted against a database update, to not
interfere with existing installations, reports etc.
A patch to the manual will be submitted shortly after this passes QA.
