On using _version_compare in plugins development, it would be nice if it
was able to be called as an object method. This way we don't need to
fully qualify it like this:
Koha::Plugins::Base::_version_compare
and we can do
$self->_version_compare
instead.
This patch implements this behavior change. It is backwards compatible
so plugins using the 'old way' don't break.

In Koha::Patrons::search_patrons_to_anonymise() old issues already affected to the anonymous patron should be avoided. It is useless and can impact performance.
It is already working if AnymousPatron is not defined or 0 because of :
'old_issues.borrowernumber' => { 'not' => undef }
In theory the anymous patron should have privacy=0 but in case its not it should be explicitly avoided.

Depending on how a lost fee is paid, it may or may not be removed from the
patrons current checkouts. The current expected behavior is for the lost
item to be removed from the patrons checkouts when the lost fee is paid in

the 'pay specific lines' code but not in the 'pay by amount' code.
