Bug 42374: Restore require Koha::Plugins (instead of use) 

See comment 4 for a detail explanation of the problem.

Test plan:
hit /cgi-bin/koha/installer/install.pl
login with the DB credentials
upgrade
=> Without this patch you get

ISBN_RANGE_MESSAGE is set to [] but that file does not exist!
Trying to use the default locations
