Bug 10519: (followup) Fix context for evalyating $borrowernumber 

Follow-up to fix additional suggestion statuses, which are not working
properly due to

   416:  borrowernumber           => $input->param('borrowernumber'),

being evaluated in list context inside $template->param() call arguments.
