Bug 43085: Fix typo in data/marc21_field_006.xml 

It reads position 12-18 and "six positions". Since the length is
18, the final position is 17.

Test plan:
Test 006 plugin in basic editor.
Switch type of material to CF (computer files).
Check length of 006 in editor when saving the 006 form.

Note: this patch is cherry-picked from Bug 40284
