bug 3985 add missing acq preferences

This patch adds AcqCreateItem, CurrencyFormat, gist, and OrderPdfFormat back into the sys prefs interface.

Still missing are acquisitions, OrderPdfTemplate, and emailPurchaseSuggestions.
