Bug 28530: (QA follow-up) Remove unused LibraryFloatLimitTransferRequest message handling 

The LibraryFloatLimitTransferRequest message was never set in C4::Circulation,
making this code unreachable. Float limit transfers are already properly handled
through the existing transfer message system (WasTransfered/NeedsTransfer) with
TransferTrigger set to 'LibraryFloatLimit'.
