Bug 17249: GetKohaAuthorisedValuesFromField - rm GetAuthValCodeFromField 

The subroutine GetAuthValCodeFromField was only used from
GetKohaAuthorisedValuesFromField.

Test plan:
  git grep GetAuthValCodeFromField
should not return any occurrences.
